When councils redesign their long-term budgets, resident feedback shapes what gets proposed—but historically, submissions have come mostly from older residents, leaving younger voices missing from decisions about the city’s future. Through a co-design process with the wider project team, we identified that the voice of the Wellingtonian resident was missing from the awareness-raising collateral already produced—Our 10-Year Plan had been shaped by public feedback, but that wasn’t visible.

The response: use the city as a canvas, projecting grand-scale quotes from everyday Wellingtonians onto landmark buildings including the Railway Station, Westpac Stadium, Town Hall and Te Papa. The projections ran several evenings a week for a month, timed to high-foot-traffic events.
The result: over 2000 submissions on Our 10-Year Plan—more than double the 2015–25 Long-term Plan. 19–30-year-olds, just 19% of the population, made up 24% of submissions, and half of all submissions came from people under 40.
